ORALS  - SECOND MATE F.G. AND ALSO  OFFICER IN CHARGE OF A NAVIGATIONAL WATCH ON SHIPS OF 500 GT OR MORE ENGAGED ON NEAR COASTAL VOYAGES N.W.K.O (NCV)

Function-I :   Navigation

1)      Plan and conduct a passage and determine position:- Ability to use Celestial & Terrestrial objects, landmarks and Aids to navigation to determine position, to appreciate & allow for effect of current, tide and wind to use & maintain various chants and publications (mainly published by Indian Hydrographic Department and applicable to NCV area), Ability to correctly use Nav-Aids e.g. Echo sounders, Compasses (Gyro & Magnetic), Steering Control systems along with their adjustments etc. Ability to make use and obtain Meteorological information.

2)      To maintain a safe Navigational Watch:- Knowledge of content, application and intent of the anti COLEREG. Taking/Handing over & maintaining bridge watch and look out procedures

3)      Respond to Emergencies:- Precaution and safety of personnel, initial assessment of damage and control in case of fire, collision, stranding etc,. Making of emergency muster card and conduct of drills. Response to distress alerts at sea. Knowledge of factors affecting safe manoeuvring and handling (draught & shallows etc.).Familiarity with manoeuvring characteristics (including stopping distance and turning ability) of vessels several upon and their optimum uses.

Function-II:  Cargo handling and stowage

1)      Monitoring Loading, Discharging, stowage and care during Passage:- Knowledge of safe handling, stowage and securing of cargos including dangerous ,hazardous and harmful substances and their effect on life, environment and vessel.

2)      Working knowledge of main cargo:- Lifting Applications (Derricks, heavy lifts and cranes etc.) care during cargo watches and handling/taking over procedures during cargo work including ballasting/de-ballasting operations

Function-III:  Controlling Ship Operation

1)      Compliance with Pollution Prevention Requirements:- Knowledge of precaution to prevent air & sea pollution, knowledge of pollution prevention rules &  regulations, anti-pollution procedure and associated equipment.

2)      Maintain Sea Worthiness of the ship:- Working knowledge and application of stability, understanding of basic, action to be taken in case of partial loss of instinct buoyancy, understanding of fundamental principles of water tight integrity, knowledge of principal structural member of a ship and proper names for the various ports. Stress curves, Trim table,

3)      Prevent Control and Fight Fires On Board: - Knowledge of fire prevention, ability to organize fire drills, knowledge of fire fighting system and their maintenance, actions to be taken in the event of out break of fire including oil fires.

4)      Operate Life Saving Appliances:- Ability to organize abandon ship drill and knowledge of operation of survival craft and their associated equipment including Life Saving Appliances and Life support apparatuses.

5)      Apply Medical Aid Onboard: - Practical application of Medical Guide and advise by Radio including, ability to take effective Life saving action in case of on board emergencies. Maintenance of Medicine Chest.

6)      Monitor compliance with legislative requirement:- Basic working knowledge of main IMO convention, Indian Merchant Shipping Act 1958 and M/M.S notices and other circulars (issued by D.G.S and various recognized forums)

Grade : First Mate (FG)

 

Function : Operation and Care of  Personnel

Level:- Management

 

     A.)  General

 

1.      Definition of operation/Environment Protection

     1-a .Knowledge of fundamental principles of ship construction, various ships’   

            Plans/manuals used for operation ballasting and de-ballasting deck machinery.

2.      Statutory Certificates requirements and their validity including various documents relating to Official Log Book, Chain Register thorough knowledge of Deck Labour Regulations

3.      Knowledge and application of Article of Agreements and after Biparty /triparty, Agreements on board Indian/foreign ships. Knowledge of Provisions for indications on board under various Rules/Regulations

4.      Knowledge of ISM/STCW 95 Code relating to the duties of Chief Mate

     4-a. Knowledge of statutory certificates/class/port state control/flag state/damage etc. ,    

            ‘surveys and Inspections

 

B.)    Maintenance Management

     

5.      A thorough knowledge of LSA/FFA and L& SS (Screening of Navigation Lights).Regulations/ Organisations of Drill and maintenance of these appliances under SOLAS

6.      P.M.S for hull deck machinery, accommodations, emergency /steering gear and anchor cable.

7.      Knowledge of Personnel Management Organization and Training onboard as head of Deck Department.

 

C.)    Emergencies

 

8.      Knowledge of occupational hazards on ship, crew welfare, social responsibility. In accordance with code of safe working practice for merchant seamen.

9.      Preparation of contingency plans for response to various emergencies:-                    

Fire, Explosion, Collision or Grounding, Cargo Shift, Flooding, Foundering, Piracy and Pilferage

 

     D.) Seamanship Aspect

    

10.  Anchoring/ Mooring:-

Procedure for use of these equipments including slipping of cables, foul cable anchor dragging and ground tackle

11.  Brief knowledge on maneuvering of ships in rivers & harbors/berthing alongside under various conditions without tugs

12.  Management of ships in adverse situation at sea, heavy weather duties/handling  of disabled ship

13.  Preparation of dry-docking/Undocking. Use of shores, Bilge blocks and bilge shores

14.  Measure to be taken to prevent the spillage of oil during cargo work, Bunkering or oil transit. The keeping of records under the M.S (prevention of Pollution of the Sea by Oil) Rules

Function :- Navigation

Level:- Management

 

A.)   Bridge Team Management

1.      Voyage planning and Navigation for various conditions such as in restricted water/meteorological conditions/ice/TSS/Restricted visibility/areas of extensive tidal effect/ship routing and reporting systems criteria

2.      Position determination in all conditions by celestial terrestrial observation. Various Publications of modern electronic aids with knowledge of principle/error/corrections etc. Knowledge of principles of Magnetic/Gyro compass and Master Gyro System and care of all other navigational equipments on the Bridge.

 

B.)   Traffic Management

3.      Thorough knowledge and application of collision /Regulations/ Buoyage system.

4.      Thorough knowledge and application of the principle to be observed in keeping an effective navigational watch (Senior Officer duties)

5.      Assist Master with command decision – making situation on Bridge. 

 

 

C.)   Weather Management

6.      Ability to understand and Interpret synoptic chart to forecast area weather taking into account local weather conditions and Information received by Weather Fax and weather routing   

7.      Knowledge of characterizes of various weather systems including TRS, avoiding actions in storm centers/dangerous quadrants

8.       Knowledge of Ocean currents system/tidal calculations/publications relating to this

    

D.)   Crisis Management

9. Handling of various emergencies/beaching, grounding ,collision/assessments of damage control/emergency/stealing/emergency towing arrangements and towing procedures

 

        Presentation of Answers: Clarity of mind

        Personality: trusting, dependable and cooperative

A.     Safety Management

 

1.      Knowledge of SOLAS  Chapter IX, Resolution A.741 (18)

 

B.     Port State Control

 

      2.   Knowledge of General aspects, Resolution A.787 (19)

 

C.     Survey and certification

 

3.   Knowledge of Details of Certificates required on a passenger, bulk oil, chemical or gas carrier, the convention to which the certificates belong to. Damage control plans. Provision and display of maneuvering Information on  board.

 

D.     Fire Protection

 

4.  Knowledge of Fire Application.

Maintenance and ready availability, the control plan, fire drills, fixed fire fighting system, various FFA and its usage.

 

E.      Radio communication

 

5.  Knowledge of Functional requirements, Radio Installations, Radio personnel and Radio records, Avoidance of false distress alerts.

 

F.      Life saving, search and rescue

 

6. Knowledge of Muster list and emergency instructions, drills, on-board maintenance, Operational readiness. IAMSAR manual. Various LSA and its usage.

 

G.     Safety of  Navigation

 

7.  Knowledge of Distress Messages

Obligation and procedures, Manning, Ice Navigation, Collision regulations, Ships reporting system. Navigation in special areas such as straits of Malacca and Singapore, English Channel, Entrances to the Baltic sea. Offshore installation and structuring.

Avoidance of Dangerous situation in following and quartering sea. Aspects of ship handling with or without tugs. Anchoring and berthing vessel under the influence of tide and wnd. Piracy and armed robbery against ships. Slow away. National and international obligation following collision, grounding.Methods of allocating and surveys subsequent to refloating. Abandoning ship, survival procedures, precautions when beaching.

 

 

H.     Cargoes

 

Knowledge of provisions for ship carrying liquid chemicals in bulk.Liquid gas in bulk,solid bulk cargoes with chemical properties that may entail hazard` during transport, grain in bulk,carriage of dangerous packaged goods, care of cargo.

Hague rule, Hague-Visby rules,hamburg rules on containerization and mulitimodal transport.

 

I.        Pollution from Ships

 

Knowledge of provisions of MARPOL 7B/7B.Require for reporting incidents.Evolving dangerous goods, harmful substances or marine pollutants National and international liability for oil pollution International compensation fund.

 

 

J.       Miscellaneous provisions

 

Knowledge of safty measures,helicopter operations on ship, national and international provisions on registration of ships .Official logbooks and its maintainance.National provision on shipping casualties,investigation and inquiries, salvage ,LOF 95 ,towage
